A prerequisite is the online application for registration in the electoral rolls abroad that can be done easily and quickly from a personal computer using the username and the taxisnet entry code.
As stipulated by law (4648/2019) passed in December 2019, voters who in the last 35 years have lived for at least two years in Greece and have submitted an E1 or E2 or E3 or E9 tax return of both previous years, even if the declaration is zero, have the right to register in the electoral roll. In order to certify that someone has lived in Greece for two years in the last 35 years, specific public documents are required as proof:
• Certificate of attendance from a primary, secondary, post-secondary, technical or vocational school or from a higher education institution.
• Certificate of payment of insurance contributions (stamps) of the country.
• Certificate of fulfillment of military service for as long as it lasts.
However, Greeks who live or study abroad and are under the age of 30 can register in the relevant electoral rolls without having submitted a tax return, provided that a first-degree relative has submitted in the current or previous tax year.

How Greeks abroad can vote – The whole process, step by step
By selecting "register" the user is now in the AADE environment and will have to fill in his codes to connect via Taxinet, then give his approval so that the application can access his data (as is the case in all applications of gov.gr) of his registry. The user's details provided by the AADE are automatically filled in.
The user will then have to confirm the email address they have entered by activating the link present in a message that will be sent to them. The email address for each user must be unique to that application, i.e. not used by two people.
When the user is on the main application page, an icon appears on the left of the bar at the top, which with one click displays the available functions. Using the "New Application" button, the user can start creating a new application.
The user should click on the "Search the main list" button at the top right of the screen to search for their details in the main electoral roll (in the "Find out where you vote" templates). Finding his/her personal registration and selecting it from the main electoral roll is a prerequisite for the registration and submission of the registration application. Two records may be found, so the user will have to choose the correct one. If no records are found, they cannot proceed with the submission of the application.
Persons under the age of 30 should make the application by selecting the indication dependent and fill in the VAT number of the main taxpayer. The user then fills in his contact details and home address and then the country and city where he wishes to exercise his right to vote. At the same time, it must attach the supporting documents required electronically or authorize the Ministry of Interior to search for them ex officio.
